The leader of the rating is Pavel Krasheninnikov, a member of the United Russia party. He introduced 8 new bills, and 10 ones were effective in the autumn session. The deputy was a co-author of a number of socially significant projects (norms on supporting families with disabled children, anti-terrorism amendments, animal protection norms, amendments on observers in the presidential election).

The second place in terms of performance was taken by Andrei Makarov, chairman of the Duma committee on budget and taxes. He, like Krasheninnikov, is a member of the United Russia party. The deputy participated in collective projects (co-author of laws on the development of parliamentary control and the role of control and accounting chambers in the budget process) and individual bills on a business support (on simplifying the process of tax audits and reporting, prolongation of favorable tax conditions, agricultural cooperatives). The State Duma will continue to consider a part of these proposals in the new year.
The issues of housing and communal services policy are still the main theme of the lawmaking of deputies. Therefore, the second session in a row, members of United Russia from the Committee on Housing Affairs are in the top 10 of the rating. Pavel Kachkaev went up from the 11th to the 3rd place. There were several bills with his participation (on the resettlement of emergency housing and protection of citizens' rights, landscaping, the development of local self-government and support of local budgets).
Along with Kachkaev, these projects were handled by Alexander Sidyakin, the first deputy chairman of the Committee on Housing Policy and Utilities (the party "United Russia"). He went down to the 4th place. His position could be higher but there were two not fully elaborated bills that were withdrawn, on the expansion of the powers of the regional authorities to regulate the trade in alcohol and road fines. Some bills involving Sidyakin or Kachkayev moved to a new session (banning the sale of micro-shares in residential premises to combat illegal migration and "black realtors", etc.).
The fifth place is occupied by Sergei Mironov. He is the author of projects on all significant issues that are on the party agenda (social policy, support for depositors, borrowers, self-employed, fighting overpayments for housing and communal services, protection of citizens' housing rights). This provided the leader of the A Just Russia party with a high score for effectiveness.
As a result of the autumn session, the party "A Just Russia" took the third place in the number of bills introduced, the LDPR became the second, United Russia was in the first place.
Representatives of the Communist Party increased the number of representatives in the rating and at the same time improved their positions. The best of the Communists was Vladimir Kashin, who takes the sixth place of the rating. The Chairman of the State Duma Committee on Natural Resources, Environmental Management and Ecology headed important bills for domestic agrarians to support the Russian agro-industrial complex. They concerned the support of agricultural activities of specialized agrarian universities, simplification of the certification procedure for raw materials of animal origin, and agricultural insurance for the domestic fishing industry.
Another A Just Russia representative who got into the top ten was Anatoly Aksakov. He got the seventh place and received the main points on draft laws on protecting the rights of borrowers and investors, on sectoral lobbying for the development of the banking and financial market, protection of equity holders, business support, and corporate law.
Part of the initiatives of the A Just Russia party in the sphere of housing and communal services received the status of the adopted laws in autumn (the powers of owners to make decisions on the improvement of adjacent areas, an adaptation of apartment buildings for the disabled).
The eighth place was given to Gleb Khor (the United Russia party). Deputy Chairman of the State Duma Committee on Budget and Taxes worked primarily on projects related to business support and simplification of tax control, parliamentary control, support of agribusiness, industry and regional lobbying.
The authors of the rating did not include any women in the top ten effective deputies. In addition, the vice-speaker Irina Yarovaya weakened her position, moving to the 22nd place instead of the 4th. The highest place among women in the top 50 was taken by the deputy of the party "A Just Russia" Galina Khovanskaya. She became the leader of the second ten.
